It was when the Cold War was at its height, the U.S. Department of Defense felt the need of a military network which could survive even the worst conditions of war. ARPA collected the researchers and graduate students who were involved in research at one platform and asked them to find a solution for a better command-and-control network which could be trusted even in the worst scenarios.
